TONIA SING CHI
 季欣恬 AIA is a
transdisciplinary designer, builder, organizer, and licensed architect 

based in
Oakland on Ohlone land, where she is from. As the founder of Peripheral Office, she weaves together built environment storytelling, place-based building practices, and
reciprocal, cross-cultural approaches to public art, architecture, and
preservation.



Tonia has taught courses on design justice, reparations and the built environment, community design-build, and furniture making at University of California Berkeley, University at Buffalo, Florida A&#38;amp;M University, and University of Utah. She
holds an MArch and a master’s of science in historic preservation from Columbia
University’s Graduate School of Architecture, Planning and Preservation, where
she received the Charles McKim Prize for Excellence in Design, the AIA Henry
Adams Medal, the Historic Preservation Faculty Award for Outstanding Thesis,
the William Kinne Fellows Traveling Prize, and the KPF Paul Katz Fellowship. 
Tonia 

is a co-founder and director of community design at
Nááts’íilid Initiative,&#38;nbsp;an
Indigenous-led nonprofit strengthening the cultural and economic resilience of
Dinétah through self-reliance initiatives in the built environment.





 



She is also


a core organizer with Dark
Matter U and a design-build instructor with Girls Garage.

The Basic Needs Center Food Pantry is an emergency relief program designed to meet the short-term food security needs of the UC Berkeley community, which includes all UC Berkeley students, staff, visiting scholars, student researchers, postdocs, and faculty who need food. During the beginning of the COVID-19 pandemic, the Food Pantry moved out of their 350 SF room to a larger, more open, yet temporary space. Soon after, they partnered with Peripheral Office and the CED Fabrication Shop to design and build a new dedicated Food Pantry to meet the growing needs of a pandemic pantry.

2018



 This project was built through the embARC Summer Design Academy at University of California, Berkeley’s College of Environmental Design. The pantry is located in a small, windowless room in the basement of the UC Berkeley student center. We converted the previously overcrowded space into a more welcoming one to shop in by redesigning the layout and circulation, introducing colors that referenced the outdoors to make the space feel brighter and more open, and building flexible shelving that allowed for a variety of display options for the constantly changing inventory.

2022 &#124; Warren, VT



 Designed and built by the Girls Garage Advanced Design/Build cohort, this bus stop library for the Vermont Transit Authority was inspired by Little Free Libraries. The design spotlights a central bookcase that cultivates community connectivity through the sharing of knowledge and stories and activates public space through a topographic mural inspired by Vermont’s landscapes and climate. The project was completed in partnership with Yestermorrow Design/Build School for the Vermont Transit Authority with funding from AARP and is part of a larger initiative to build ten accessible bus stops for Vermont’s public transportation system.



The structure was built on a deck that will be sunken into the ground once installed at its final destination. The structural H frame modules (responsible for the bus stop’s affectionate nickname Reading in H Mart) could be built on the floor and erected by many hands much like raising timber frame bents. Seating and countertops were made from maple slabs sustainably harvested from the forested areas on Yestermorrow’s campus.

	The Sweat Equity Homes ProjectArchitecture

The Sweat Equity Homes Project (SEHP) is co-designed by Nááts'íilid Initiative in partnership with Navajo Nation Council to develop community-based solutions for&#38;nbsp; homelessness,&#38;nbsp; multigenerational household conditions, lack of access to utility infrastructure in particular electricity, indoor plumbing, and food cultivation sites through community power building. We aim to promote housing solutions that reclaim traditional Nihok’aa Diyin Dine’é (Navajo) architectural teachings and resurgence of food sovereignty, cultural cooking, seasonal storytelling, and hosting traditional ceremonies to support adaptation methods and means for contemporary lifestyles. We aim to center housing designs with family gathering spaces for children to complete school work and develop and foster relations with animals and surrounding landscape. We collaborated with local elders and collective rituals to enrich our communal engagements in supporting our proposed communal health spaces. Our vision perpetuates Nihok’aa Diyin Dine’éphilosophy focusing on the Hooghan Tsindahdiitl’iní (female hooghan with butt and pass round log cabin joints) is an animate being, nurtured and cared for by the inherent families. We are crafting contemporary Navajo architecture by integrating Diné bizaad (Navajo language) nomenclature, reviving pre-colonial construction methods with the agency of local knowledge, seasonal ritual practices of harvesting materials, local building techniques, and environmentally conscious building practices. We aim to develop a framework intersecting contemporary modes of construction and Nihok’aa Diyin Dine’é architectural knowledge systems.

 The food justice bike trailers were built through the embARC Summer Design Academy at University of California, Berkeley’s College of Environmental Design. Focusing on issues of food security, students collectively built two produce cargo trailers, a farmstand trailer (The Tour de Fruit), and a kitchen island trailer (The Kitchlet) in partnership with the Basic Needs Center, Berkeley Food Institute, and University Health Services. The intention was to promote food justice through improving resource distribution among campus farms and gardens, increasing visibility and accessibility of the food pantry and empowering people with the knowledge of how to cook and eat healthful food.

Design and technology are inextricably connected, radically impacting the way we produce form
and inhabit space. In the last several decades, technological shifts have pushed efficiency,
performance, and data mediated approaches to spatial production under the guise of objectivity
and universal applicability. But the distance of these physical and digital tools from the
idiosyncrasies of the human hand and mind, does not make them neutral instruments. Their
placement after decolonizing (a process of achieving self-realization of a previously dominated
people) in the title of Dialectic IX is strategic. It strips away from “architectural technologies” all claims of universality, scientific neutrality, and knowledge progression, reframing both
decolonization and technology as cultural practices. Furthermore, the focus on techniques in our
thematic identifies the locus of resistance to spatial inequity and colonial erasure, not elsewhere but squarely in designers, preservationists, urbanists, cartographers, engineers, programmers,
and most of all in educators.

Acknowledging technology’s role in perpetuating and amplifying spatial and social structures that discipline human behavior, choices, and imagination, how might it be used instead as a tool fordelivering cultural sovereignty? We have numerous examples of this. In recent years, preservationists, anthropologists, and archaeologists have adopted digital techniques such as 3D
scanning, photogrammetry, and augmented reality to protect, interpret, and transmit not only

tangible or built heritage, but also intangible expressions of culture--performances, practices, oralities, and lived experiences. Indigenous artists and urbanists are employing digital media
technologies such as virtual reality, mobile apps, and sound recording as new modes of storytelling that are immersive, relational, and non-linear. In architecture, interactive tools have
fostered participatory and collective modes of working, expanding the agency of designers and
community end users in creating more adaptive and inclusive environments. The building industry has transformed vernacular building materials such as earth and wood by connecting
them to advancements in construction technology and contemporary concepts of ecological design and circular economies. Geographers, film makers and landscape architects have alsobrought the act of mapping into question. Learning the notation of landscapes with petroglyphs,

natural observatories, smoke signals, and dance has brought into sharp focus scientific mapping as an instrument of cultural domination. The emerging field of cultural mapping, in conjunction
with geo-spatial information technologies, has been employed to protect tribal resources, expand the potential for engagement and empowerment for indigenous communities, and
spatialize new ways of knowing the relationships between people and places.



The editors of Dialectic IX welcome submissions on the braiding of different cultural attitudes to building construction with industrialized modes of project delivery, recoveries of endangered ways of building, harvesting materials, and the application of technologies both material andimmaterial, animate and inanimate, in design thinking and practice. How are the lines of inquiry opened by immersive storytelling, cultural mapping, and the collection of indigenousepistemologies disrupting status quo practices of communication, analysis, and production employed in the design of cultural landscapes? Do we have good examples of new research
methods in design that address the biases implicit in technology? Are there case studies that
insist on human processes to offset technology’s tendency to favor merciless efficiency,optimization, and cost-effectiveness? How are colonized peoples re-appropriating the technologies that have excluded, erased, and othered them in the past?


“Decolonizing Architectural Technologies” not only responds to the social inequities perpetuated through notions of knowledge progression and human advancement, but it also makes space for
new directions in design technologies, informed by diverse ways of knowing and creating. Dialectic IX invites articles, reports, documentation, interviews, and photo essays on
best practices of decolonizing architectural technologies. Possible contributions may also include mapping of ongoing debates across the world, and reviews of books, journals, exhibitions and
new media.&#38;nbsp;

This project investigates the engagement infrastructure of Indigenous urbanism in Sydney, Australia through an immersive montage of sites and stories in the city. As “infrastructure,” engagement is constructed through the ways in which Indigenous and non-Indigenous people conceive and perceive urban spaces in unsettling the colonial authority of the city. It emerges as alternative meeting spaces for community consultation, debate, and action in the making and unmaking of urban spaces. It manifests as community-led protests against the ongoing displacement and dispossession of Aboriginal people under the push for Sydney’s global city agenda. It takes the form of public art appropriating architectural forms to provoke new urban logics. It unfolds spatially as narratives through memorial sites, gardens, and heritage trails, and transmits sonically as urban stories through radio and podcasting.  It is through these urban mediations that the space of settler-colonial Sydney is continually performed, interrogated, and redefined. As Australia’s global city continues to account for a growing number of both Aboriginal people and international migrants, the voices and actions of diverse actors become increasingly significant in shaping the urban landscape. How has Sydney’s collectively constructed engagement infrastructure facilitated, silenced, or negated meaningful Indigenous participation in the design and planning of the city? How has Indigenous demands for recognition, tenure, and sovereignty over urban territory intersected with Western frameworks of urban planning? The sites and stories that follow are not meant to be precedent studies; rather, they are critically considered in their multidimensional and contradictory natures against the urban morphology

Spherical (VR) photography was used to document and transmit physical sites as an archive of place-based experiences rather than objects. This visual mode seeks to establish an awareness of the subjectivity of research and expand on new methods of spatial representation through the capacity to transmit lived experience.
